One suspect, Alberto Machain, is suspected in a bombing on the Spanish island of Majorca in July that killed two civil guard officers.
Another was Aitzol Etxaburu, suspected of killing Basque politician Isaias Carrasco in 2008.
The Times said the third suspect was identified as Andoni Sarasola, whose brother Mattin is accused of a 2007 bombing in Madrid that left two men dead.
Unidentified police sources told the British newspaper explosives and detonators found during the raids indicated the three suspects were allegedly preparing to conduct a terror attack.
