

SHANGHAI, July 24 (UPI) -- Facing an aging population, the government of China is encouraging certain couples in the most populous city to go ahead and have a second child, officials say.
Family planning officials and volunteers are going door-to-door in Shanghai and telling couples who are both only children that they can seek an exception to the official one-child policy, China Daily reported Friday.
"We advocate eligible couples to have two kids because it can help reduce the proportion of aging people and alleviate a workforce shortage in the future," said Xie Lingli, director of Shanghai's Population and Family Planning Commission.
Xie says allowing some couples to have a second child does not signal a reversal of the country's family planning policy.
Nearly 22 percent of the residents of Shanghai are over the age of 60. That figure is expected to increase to 34 percent by 2020.
