CORINTH, Texas, June 24 (UPI) -- A Texas man says a dispute over a speeding ticket he got two years ago turned him into a Frankenstein's monster who allegedly shot a woman.

Bill Gilmore, 50, of Corinth, was in the Denton County jail this week on charges he shot and wounded Kimberly Boggs in the head for no apparent reason while she watched her young son play in a park.

But Gilmore told detectives the shooting was the culmination of an effort to convince the town that their speeding statute was illegal, the Denton Record-Chronicle said Wednesday.

"I got my inspiration from Frankenstein," he said. "The doctor creates the monster and drives him to desperation. These people have driven me crazy."

Gilmore, who is homeless and contends he no longer knew the difference between right and wrong, argued the ticket was invalid on the grounds Texas law doesn't address local speed limits, which therefore makes it illegal for cities and towns to ticket citizens for driving too fast.

Gilmore was jailed for attempted murder while Boggs was rushed to a Dallas hospital where she was in fair condition Tuesday.
