MOSCOW, May 15 (UPI) -- A suicide bombing in the Chechen capital of Grozny killed two police officers Friday, Russian officials said.
The blast came during what was described as a would-be attack on a building where the Chechen interior ministry is located. The bomber was also killed in the blast along with another man who might have been a confederate or bystander.
Hours later, Ramzan Kadyrov, the Russian-backed president of Chechnya, said that he was ending an amnesty program for nationalist militants, the Novosti news agency said.
"I have worked hard to find a compromise with those whose hands were not stained with blood, they were offered amnesty and the chance to return to a peaceful life," Kadyrov said. "The situation has changed. There will be no mercy for them any more, there will be no amnesty."
