BAGHDAD, May 8 (UPI) -- Iraq's security forces have made significant improvements, U.S. and Iraqi officials agree, but still often stumble, The New York Times says.
A report from Baghdad says security efforts remain hobbled by shortages of men and equipment, by bureaucracy, corruption and political interference.
And, there are security breaches that observers say have resulted in the deaths of dozens of Iraqi and American troops this year. But, U.S. officers working with Iraqi forces insist security is not on the verge of collapse, the report says.
However, a recent string of insurgent attacks is said to have pointed up a variety of security shortcomings.
And there is reported concern that Iraq's army and police are not yet ready to provide adequate security as U.S. President Obama plans to begin a gradual withdrawal of American troops.
