WASHINGTON, April 1 (UPI) -- Several government watchdog organizations sent a letter to U.S. President Barack Obama Wednesday, criticizing his whistleblower policy.

The groups, which include Public Citizen and the Project on Government Oversight, say the president's policy is dangerous, The Hill reported.

The groups and one leading senator say Obama's March 11 signing statement of the omnibus spending bill would deny a salary to a federal manager who "interferes with or prohibits certain communications between federal employees and members of Congress."

The president's signing statement also says the executive branch could control employees' communications with Congress in cases where communications would be "unlawful or would reveal information that is properly privileged or otherwise confidential."

Sen. Chuck Grassley, R-Iowa, and the groups say the policies run counter to Obama's campaign promises on protecting government whistleblowers.

Grassley sent a letter to the president last month, saying he believes that Obama's "campaign promises to support federal government whistleblowers ring hollow."
