PHILADELPHIA, Feb. 11 (UPI) -- Former Pennsylvania state Sen. Vincent Fumo spent a third day on the witness stand Wednesday, this time under cross-examination by a federal prosecutor.

Fumo admitted he did not set up safeguards to ensure that taxpayers' money was not used to pay for campaign functions, MSNBC reported.

Assistant U.S. Attorney John Pease asked Fumo if it is a "violation of state law" to have his employees use state facilities for political campaigns.

"It is also a violation to spit on the sidewalk, but I don't know that it's enforced," Fumo snapped back.

Fumo, once one of Philadelphia's most powerful politicians, is charged with spending money from a community organization on his personal needs and with trading favors for donations to the Citizens Alliance for Better Neighborhoods.

Under direct examination Tuesday, Fumo acknowledged giving a daughter, his butler and a girlfriend state laptops, The Philadelphia Inquirer reported. He said he used his household to test equipment the state was thinking about purchasing.
