Arab summit fails to heal divisions

KUWAIT CITY, Jan. 21 (UPI) -- Arab leaders agreed on a plan to aid in rebuilding Gaza but not on much else during a two-day summit that ended Tuesday.

The fighting in Gaza exacerbated existing tensions between the states over their policies toward Israel and Palestine, Voice of America reported.

Iraq Foreign Minister Houshiyar Zubeiri said some leaders "remain entrenched in their positions."

Amr Moussa, secretary-general of the Arab League, said a 2002 proposal for a settlement between Israel and the Palestinian Authority was not mentioned in the final statement to come out of the conference. That plan, which has not been accepted by Israel, calls for two states based on Israel's 1967 borders, a division of Jerusalem and Palestinian right of return.

The leaders agreed to supply $2 billion in aid for Gaza. Three weeks of Israeli bombardment and a ground intrusion ended with a truce Sunday.
