
BAGHDAD, Dec. 25 (UPI) -- U.S. troops are packing up Forward Operating Base Callahan in Baghdad, a symbol for a changing U.S. military role in Iraq, the military said.
The Iraqi government will take over the base Jan. 1 -- the first of a series of withdrawals from bases that signifies a new role for U.S. troops in Iraqi cities, The Washington Post reported Wednesday.
The U.S. will hand five of 13 large Baghdad bases to the Iraqis by summer and transfer troops to joint security stations.
"Our mission doesn't change," Brig. Gen. Robin Swan said. But, "how we execute that mission is going to have adjustments," he said.
As of January, U.S. soldiers must obtain warrants from Iraqi judges to detain Iraqis, the report said. But, Iraqi committees charged with setting guidelines for U.S. troops have yet to be formed. In addition, provincial elections scheduled for Jan. 31 are contributing to increased tension, the Post said.
