Girl's warnings ignored, family killed

SACRAMENTO, Dec. 11 (UPI) -- Authorities say a teenager warned California child welfare officials her stepfather was dangerous two years before he killed her mother and siblings.

Ying Moua, 33, killed his wife and their 2-year-old twins and seriously injured their 3-year-old daughter before fatally shooting himself Dec. 1 in the family's Sacramento home, The Sacramento (Calif.) Bee reported Thursday.

Two years earlier, the teenager told the county's Child Protective Services that Moua allegedly had beaten her, shaved her head and starved her, the Bee reported, noting the girl's claims were dismissed.

The 14-year-old was not harmed Dec. 1 because she had been placed in protective custody in late November after one of her teacher's took her claims seriously, the Bee reported.

Sacramento's Child Protective Services has been heavily criticized in recent years for the deaths of several other children, said Ed Howard, counsel for the Children's Advocacy Institute.

Child welfare officials said privacy laws prevented them discussing family cases, the Bee reported.
