RICHMOND, Va., Dec. 3 (UPI) -- A Richmond, Va., man has been charged with sending U.S. Rep. Bobby Scott, D-Va., a bloodstained letter threatening a Virginia Tech-style massacre.

Phuong Nguyen Le appeared in court Wednesday morning after being arrested by FBI agents, the Norfolk Virginian-Pilot reports.

Court papers said Le has been upset that his wife has been denied entry into the United States.

The letter he sent to Scott's office in Richmond also threatened to cut off the head of the U.S. consular in Ho Chi Minh City, Vietnam, the complaint said.
