Russia's Medvedev congratulates Obama

MOSCOW, Nov. 5 (UPI) -- Russian President Dmitry Medvedev has congratulated U.S. President-elect Barack Obama, Kremlin officials said Wednesday.

"I hope for constructive dialogue with you based on trust and considering each other's interests," Medvedev told Obama in a telegram, RIA Novosti reported.

Obama, who won Tuesday's U.S. presidential election, will become the 44th president of the United States when he takes office in January.

Medvedev, delivering his inaugural State of the Nation speech Wednesday before the Federal Assembly -- both houses of the Russian parliament -- said he hoped the new U.S. administration will choose "full-fledged relations" with Russia.
