Draft Iraqi report: U.S. troops go in 2011

BAGHDAD, Oct. 16 (UPI) -- A draft Iraqi security agreement calls for U.S. combat troops to leave the country in 2011, an Iraqi government spokesman said.

The draft report, which may be revised and must be approved by Iraq's Political Council for National Security, Cabinet and parliament, doesn't say if the pullout would be based on conditions on the ground, The New York Times reported.

The document also says U.S. soldiers would have immunity from Iraqi law when they were on military operations but wouldn't if they were off duty, senior Iraqi officials told the newspaper.

Washington views the draft as far from final, U.S. officials said.

"We are still in discussions with the Iraqis. The Iraqis are in discussions with themselves. And those discussions continue," White House spokesman Gordon Johndroe said.

State Department spokesman Sean McCormack acknowledged a "text" was being discussed.
