SEOUL, Oct. 8 (UPI) -- North Korea is unlikely to have or actually started developing nuclear warheads, the chairman of South Korea's Joint Chiefs of Staff said Wednesday.
Gen. Kim Tae-young said North Korea is believed to have about 88 pounds of plutonium, which is enough to make six or seven nuclear weapons, Yonhap New Agency reported.
Kim said officials didn't know whether the North had exhausted its plutonium supply to produce nuclear warheads that could be loaded onto a missile.
