NTSB spokesman Ted Lopatkiewicz said the report posted Monday on the board's Web site represented an incomplete investigation into several broken runway lights at Miami International Airport on Dec. 26, 2006, the South Florida Sun-Sentinel said.
The report alleged that the pilots of British Airways Flight 209 were responsible for breaking the lights while their aircraft rolled down a runway. That flight had been carrying Tony Blair, the prime minister of Britain at the time.
The early NTSB report accused the pilots of not watching the runway through their windows during their taxiing efforts, causing their aircraft to enter a runway overrun area.
NTSB officials told the Sun-Sentinel that the final version of the inquiry report could potentially offer a different final opinion regarding the cause of the accident and who was to blame.
