President Bush said he was "disappointed" in the vote, CNN reported Monday.
House Speaker Nancy Pelosi said Democrats put up more than their share of yes votes in legislation meant to "protect the American people and Main Street from the meltdown on Wall Street."
But, top House Minority Leader Republican John Boehner blamed Pelosi for a speech before the vote he said alienated House Republicans.
"I do believe that we could have gotten there today had it not been for this partisan speech that the speaker gave on the floor of the House," he said.
Rep. Barney Frank, a key negotiator of the bill, called blaming the speaker petty.
"Because somebody hurt their feelings they decide to punish the country? I mean, I would not have imputed that degree of pettiness and hypersensitivity," Frank said.
Before the vote, Jeb Hensarling, R-Texas, said he measured the issue by asking "does it take America in a direction that you believe America should go?"
"By that test ... I will vote no," he said.
