The white paper said its aim is "to give the international community a better understanding of the reality of the protection and development of Tibetan culture."
The six-part report covers, among other things, language, heritage and religion and "all-round development of modern science, education and the media," Xinhua says.
It takes a swipe at the Dalai Lama "and his cohorts," accused of fabricating "the lie about the 'cultural genocide' in Tibet."
The white paper also says it displays "the deceptive nature of the 'cultural autonomy of Tibet' they clamor for."
