PRESIDENT EVO MORALES AYMA OF BOLIVIA SPEAKS AT THE UNITED NATIONS IN NEW YORK

LA PAZ, Bolivia, Sept. 16 (UPI) -- The Bolivian government has ordered the arrest of an opposition governor accused of ordering the deaths of supporters of President Evo Morales.

Morales said Tuesday Gov. Leopoldo Fernandez was being arrested on genocide charges stemming from a bout of unrest in Fernandez' Pando province during which 15 people were killed and 37 injured, La Razon newspaper reported online.

The pro-Morales protesters in Pando and other provinces were demonstrating against a scheduled vote on a new constitution.
