Members of the Organization of Petroleum Exporting Countries, which accounts for 40 percent of the world's production, said Wednesday they would reduce daily production by 520,000 barrels by adhering to quotas set last year.
"And that's exactly why President Bush has called on Congress," said White House press secretary Dana Perino, "to take this opportunity to have an up or down vote on expanding responsible and environmentally friendly exploration here in our country."
Democrats and Republicans in the House have competing energy measures that would be considered. During the August recess, House Republicans spoke from the House floor about energy legislation that wasn't considered before the House adjourned.
Bush plans to focus on working with Congress "to try to get a bill that would allow for expanded production in our own country," Perino said when asked whether Bush would try to bring about a reversal of the OPEC decision.
