She said President George Bush would like Congress to work on energy, trade and housing -- an area "that we think would stimulate the economy."
Because of the economic situation, "we have to be measured in what we consider for the economy because, on the one hand, you might want a second stimulus proposal, but on the other hand, you don't want to increase the deficit," Perino said.
Congressional Democrats are pushing their own $50 billion economic stimulus package.
