Mbeke is brokering talks between Tsvangirai's party, the Movement for Democratic Change, and supporters of President Robert Mugabe at a hotel in Harare, SW Radio reported.

A journalist covering the talks told Newsreel that Mugabe appears to be unhappy with the new proposal. Tsvangirai rejected the last one.

Tsvangirai outpolled Mugabe in a presidential election in March, and the MDC says that he won enough votes to avoid a runoff. He dropped out of the runoff because he said that violence aimed at his followers made a fair vote impossible.

An MDC source told SW Radio that Mbeki's proposal is new and both sides need time to study it.
