Movement for Democratic Change spokesman Nelson Chamisa said the balance of power was in dispute, the BBC reported Sunday.
The the opposition party held negotiations with the ruling Zanu-PF party in South Africa.
Chamisa said longtime President Robert Mugabe wanted MDC leader Morgan Tsvangirai to become a titular prime minister without real authority.
Tsvangirai beat Mugabe in a March 29 election but fell short of enough votes to avoid a run-off vote. The Opposition Leader withdrew from the race citing threats against him and his supporters.
Last week, Mugabe threatened to form a new government without the opposition.
"The MDC does not want to come in apparently," he said Wednesday.
In March's legislative elections, Mugabe's Zanu-PF party lost its majority in the House of Assembly for the first time since independence in 1980.
