Medvedev told Brown in their telephone conversation that Russia is carrying out the plan brokered by French President Nicolas Sarkozy, the Novosti news agency reported.

Russia wants "constructive dialogue with the EU and other international organizations," Medvedev said.

The Georgian parliament voted Thursday to end diplomatic relations with Russia. The move followed Russian recognition of breakaway Georgian regions of Abkhazia and South Ossetia.

A spokeswoman for the British Foreign Office called the Georgian vote an internal decision.

Georgia and Russia blame each other for the crisis. Russia says it sent troops to protect South Ossetia.

The EU meeting is scheduled for Monday in Brussels.
