Britain's Daily Telegraph reported Medvedev planned to meet with Chinese President Hu Jintao. China has remained uncommitted regarding Russian actions in Georgia and the recent decision to recognize the independence of South Ossetia and Abkhazia breakaway regions.
Foreign Ministry spokesman Qin Gang stopped short of endorsing either Russia's decision to recognize the two enclaves or condemnations by the United States and many European nations.
"We have noted the latest developments of the situation and we hope relevant parties find a proper resolution of the issue through dialogue," he said.
A Kremlin statement said Medvedev held a tense conversation with German Chancellor Angela Merkel before leaving for the summit.
