
Mugabe revealed his plans Tuesday in a speech before parliament in which he was jeered by members of the MDC opposition party, the Movement for Democratic Change, the BBC reported Wednesday.
"We shall soon be setting up a government. The MDC does not want to come in apparently," Mugabe said, adding that he had "every expectation" that a power-sharing deal would be reached.
MDC members of parliament complained of harassment by state security agents after five of them were arrested this week. Police insisted the arrests were for alleged rape, attempted murder and political violence, the BBC reported.
The MDC says nearly 200 people have been killed and 200,000 more forced from their homes since MDC leader Morgan Tsvangirai, citing violence, withdrew from a presidential run-off with Mugabe in June.
