TOKYO, Aug. 17 (UPI) -- The Japanese government wants developing countries to join their industrialized counterparts in cutting greenhouse gas emissions, papers show.

Officials in Japan plan to announce their proposal in United Nations talks over a new international framework to combat global warming that would take effect in 2013, The Yomiuri Shimbun reported Sunday.

Japan has submitted its proposal to the secretariat of a special working panel that will meet in the Ghanaian city of Accra this week.

Japan wants developing countries to cut greenhouse emissions based on their economic growth.

Under the current Kyoto Protocol framework, developing countries are not obliged to cut emissions.
