NEW YORK, July 18 (UPI) -- The International Criminal Court's top prosecutor says he is investigating alleged war crimes by rebel groups in addition to Sudan's top government officials.

Luis Moreno-Ocampo, who this week filed an arrest warrant against Sudanese President Omar Al-Bashir alleging genocide, crimes against humanity and war crimes in the province of Darfur, says he is also looking at rebel leaders, the Financial Times reported Friday.

"The rebels cannot commit crimes. They have to help the court and provide information on the attacks and, if necessary, make arrests," Ocampo, who was at the United Nations to mark the 10th anniversary of the ICC's founding, told the Financial Times.

The prosecutor specifically made reference to two rebel commanders alleged to have been involved in last September's attack on African Union peacekeepers in the Darfur town of Haskanita.
