PYONGYANG, North Korea, July 4 (UPI) -- The five countries that reached a nuclear disarmament deal with North Korea must fulfill their obligations, a Foreign Ministry spokesman said Friday.

The unidentified ministry spokesman said North Korea would not move forward with its part of the international agreement until the other participating countries do their part to honor the details of the deal, the Yonhap News Agency reported.

"The implementation of the Oct. 3 agreement can be wrapped up and discussions on the next stage will be able to go smoothly only when all participating countries precisely fulfill their duties under the deal," the spokesman said in a statement.

Yonhap said North Korean officials have alleged the United States, South Korea, China, Russia and Japan have only fulfilled 40 percent of the duties outlined in the disarmament deal.

The spokesman said once the participating countries fulfill their portions of the diplomatic deal, North Korea would be prepared to fully verify its nuclear declaration.

"We are ready to cooperate in verifying the nuclear declaration but will stick to the basic principle that the 'action-for-action' principle must be abided by," the official said.
