

BERLIN, June 6 (UPI) -- Russian President Dmitry Medvedev has called for a joint, legally binding U.S.-Russian-European Union security treaty.
Speaking in Berlin, the new Russian leader said the treaty should cover arms control, illegal immigration and poverty, the EU Observer reported.
Medvedev said the agreement would be negotiated at a European summit including Russia, all of Europe's non-EU states, the United States and Canada.
"It would clarify, finally, the meaning of the power factor in relations within the Euro-Atlantic community," Mr Medvedev said.
He urged "truly equal cooperation between Russia, the European Union and North America."
Medvedev again complained about U.S. missile shield plans and NATO expansion plans which he says "worry us" because they represent "tendencies towards a weakening of mutual understanding."
