OSLO, Norway, June 3 (UPI) -- A Norwegian judge Tuesday acquitted a suspected terrorist of shooting at a Jewish synagogue and plotting to attack the Israeli and U.S embassies in Oslo.

Judge Kim Heger ruled Norwegian prosecutors had failed to prove Arfan Qadeer Bhatti was guilty of much more than a serious case of vandalism in the 2006 synagogue shooting, Aftenposten reported.

Heger also noted Norway's terrorism laws have a high threshold of proof. Bhatti was convicted on a non-terror charge of attempted murder for shooting at the home of an individual who was the reputed head of a pyramid scheme in which Bhatti lost money.

Taped phone calls captured Bhatti speaking angrily about Israel and the United States; however, Heger said the alleged threats had to be considered in the context of the dispute.
