Rice plans to meet Benjamin Netanyahu, leader of the opposition to both the Israeli government and the peace process, The Jerusalem Post reported.

A few days ago, Netanyahu visited a disputed area of Jerusalem and called on Prime Minister Ehud Olmert to build there.

"All of Israel has been built, not because of the approval of the Arabs and the international community, but despite their opposition," Netanyahu said Tuesday. "We need the kind of leadership that would insist on this."

Rice is also to meet with Olmert, Defense Secretary Ehud Barak and Foreign Secretary Tzipi Livni.
