The measure was sponsored by state Rep. Jerry Weiers, a Republican and off-highway enthusiast. Weiers fears that if nothing is done to regulate riding and close "rogue trails," off-highway vehicles may be banned from many areas to protect wildlife, the Arizona Republic reports.
"If we don't go out and do something about these trails, they will be taken away," Weiers said.
Weiers' bill has support from a wide range of groups, including the Sierra Club, the National Rifle Association and off-road riders.
The bill would require owners of off-road vehicles to pay a $23 annual fee for the equivalent of a license plate. Most of the money would go to straightening out the trail system.
Supporters hope to reintroduce the bill in the senate, where a similar measure failed by one vote last year.
