The EU Observer reported Tuesday that a joint report from the EU's top foreign policy officials says member-states should increase their civil and military forces.
The seven-page report by EU foreign policy chief Javier Solana and external relations commissioner Benita Ferrero-Waldner raises the specter of such situations as a "scramble for resources" in the Arctic "as previously inaccessible regions open up."
The paper also warns the EU could face a flood of migration, the newspaper reported.
"Europe must expect substantially increased migratory pressure," the report said. "Populations that already suffer from poor health conditions, unemployment or social exclusion are rendered more vulnerable to the effects of climate change, which could amplify or trigger migration within and between countries."
Among other concerns raised: water shortages, low crop yields and a spike in food prices.
"Significant decreases (in crop yields) are expected to hit Turkey, Iraq, Syria and Saudi Arabia and thus affect stability in a vitally strategic region for Europe," the report said.
