Gen. Omar Suleiman, the Egyptian intelligence minister, brokered the cease-fire that would allow Gazans to continue using the Rafah crossing in exchange for a 30-day halt to rocket attacks on Israel, Jerusalem's military intelligence Web site DEBKAfile said Tuesday.

Israel officials were correct, the report says, when they denied having talks with Hamas officials because the sides never met and neither side signed any formal documentation.

The proposal reportedly allows Hamas to continue to use "smuggling tunnels" to bring "requirements" into Gaza while Israel maintains its right to resume military attacks if Hamas returns to its militant activity against Israeli targets, DEBKAfile said.

Israeli officials said the agreement amounts to a victory for Palestinian militants and the Jerusalem Post Tuesday quotes various Arab media outlets praising the "feeling the pulse period."
