CAIRO, Feb. 29 (UPI) -- The Egyptian intelligence chief canceled talks with top Israeli officials, saying Friday he was changing his plans because of the violence in Gaza.

Omar Suleiman was scheduled to arrive Tuesday to meet with Prime Minister Ehud Olmert, Defense Minister Ehud Barak and Foreign Minister Tzipi Livni, Haaretz reported. The visit was to discuss an Egyptian proposal to reopen the Rafah border-crossing with European Union monitors participating and Egypt promising increased efforts to prevent suspected terrorists and arms from entering Gaza.

Israeli forces have killed at least 30 Palestinians this week. An Israeli student was killed by a Hamas rocket fired from Gaza.

U.S. Secretary of State Condoleezza Rice plans to visit Egypt next Tuesday during her tour of the Mideast. Suleiman now plans to discuss the Israeli-Palestinian negotiations with Rice and President Hosni Mubarak.
