TAIYUAN, China, Dec. 16 (UPI) -- Police in China's Shanxi province have detained the owner and the legal representative of a coal mine that exploded Dec. 5, killing 105 miners.

Police detained the owner of the Xinyao coal mine, Wang Donghai, and the legal representative of Ruizhiyuan Coal Minding Co. Ltd., Wang Hongliang, China's Xinhua news agency reported Sunday.

There were129 miners on duty during the Dec. 5 gas explosion at the Xinyao Coal Mine– far in excess of the 60 miners per shift mandated by the Shanxi mining authority, Xinhua said.

Officials say the managers of the coal mine sent 37 workers into the mine for rescue operations before reporting the incident to local authorities.
