Report: Hamas, PA forces abusing power

JERUSALEM, Oct. 24 (UPI) -- Hamas and forces loyal to the Palestinian National Authority have been abusing their power in the Gaza Strip and the West Bank, a report said Wednesday.

Amnesty International's report, "Occupied Palestinian Territories: Torn apart by factional strife," details numerous violations by forces loyal to both sides in the Gaza Strip and the West Bank.

The report accuses Hamas of using torture and arbitrary detentions since coming into power in the Gaza Strip, while making similar accusations against forces loyal to Palestinian Authority President Mahmoud Abbas.

Amnesty International's Middle East Program Director Malcolm Smart said the report's findings indicate that while Hamas has acted inappropriately since seizing control last June, Palestinian officials have done little to combat regional violence.

"The lawlessness which has increasingly gripped the West Bank and Gaza Strip in recent years, culminating in the recent inter-factional fighting, is to a large extent the result of the prolonged and systematic failure of the PA to uphold and enforce the law," Smart said.

The Amnesty International official said that leaders from both sides must take immediate steps to ensure stability in the region improves in the future.
