BAGHDAD, Israel, Sept. 9 (UPI) -- Iraq's leaders, neighbors and allies gathered in Baghdad Sunday to discuss security, its energy crisis and the exodus of citizens.

Representatives from the five permanent members of the United Nations Security Council -- Russia, the United States, China, France and Britain -- were among the 22 delegations attending the summit, Alalam Satellite TV reported.

The summit aims to build on earlier talks covering similar issues in Baghdad and Egypt, Alalam Satellite TV reported.

Key on the list is the plight of 4 million Iraqis now living as refugees in Jordan and Syria.
