Several trailers were damaged by the fiery Friday evening crash, Canwest News Service reported.
Joy Hemsworth, who lives across the street from the Hazelmere RV Park and Campground, said she saw three balloons take off. One of the three got into trouble almost immediately.
"The propane bottle exploded and caught on fire. It rose up in the air about 20 meters (60 feet),” she said. “Then the rope burst and the basket dropped to the ground. It took seconds for the rope to burn off and the basket to drop with all those people inside.
The Transportation Safety Board promised a thorough investigation into the crash, which came about two weeks after another balloon accident in Manitoba injured three people.
