BRUSSELS, July 19 (UPI) -- The European Union has begun a discussion of water resources on the continent to prepare for droughts forecast in the coming decades.
The agenda includes pricing water correctly so Europeans will have an incentive to conserve it, and promoting water-saving devices, The EU Observer reported.
"The major impacts of water scarcity and droughts are expected to be made worse by climate change," EU Environment Commissioner Stavros Dimas said Wednesday. "We thus need an integrated approach on water."
Widespread droughts are predicted to hit by 2070.
While the European Commission argues that countries should make water-users pay for what they consume, some governments are resisting. Neither France nor Austria plans to change policies that provide water free to farmers.
