Annan: climate change strategy essential

BEIJING, June 5 (UPI) -- Former U.N. Secretary-General Kofi Anan said in China Tuesday that leaders at the G8 summit must reach agreement on climate change strategy.

Annan said at an ecosystem protection conference that global warming is a threat to world peace, as well as to the environment, because climate change could cause mass migration, Voice of America reported.

"The time for recriminations and passing the buck is over," Annan said. "International discussions on action to curb climate change need to be put back on track, with clarity on what needs to be done, when and by whom."

Fast-developing nations, including China, India and Brazil, have to act, as well, Annan said.

"These countries will account for the bulk of future emissions, and have a major responsibility in managing the future," Annan said. "Without their commitment, motivated by substantial transfers of capital and technology, effective and fair global action will remain out of reach."
