BRUSSELS, April 26 (UPI) -- A U.S. ambassador says the upcoming meeting between the European Union and United States is unlikely to result in any climate change agreements.

"The summit will not be a defining moment," C. Boyden Gray, U.S. ambassador to the EU, told reporters Thursday.

Gray said the United States remains determined to bring emerging economies such as China and India onboard before committing itself to a cap on greenhouse emissions, the EU Observer said.

President George W. Bush, German Chancellor Angela Merkel and European Commission President Jose Barroso are expected to create a trans-Atlantic economic council that would break down regulatory barriers for pharmaceutical, cosmetics and chemical companies, as well as for the car and banking sector, the newspaper said.

The EU is pushing the United States to lift visa restrictions for new EU states, as well as for Greece.
