Audit shows unauthorized Smithsonian costs

WASHINGTON, Feb. 25 (UPI) -- An audit has found that the head of Washington's Smithsonian Institution has engaged in several instances of unauthorized spending.

The Smithsonian inspector general's investigation found that Secretary Lawrence M. Small -- who took over the Smithsonian in 2000 -- built up nearly $90,000 in unapproved spending from 2000 to 2005. Small charged a series of personal trips and luxuries to the educational complex, the Washington Post reported.

"Many transactions were not properly documented or were not in accordance with Smithsonian policies," acting Inspector General A. Sprightley Ryan said. "Some transactions might be considered lavish or extravagant."

The Jan. 16 financial report prompted an angry response from Sen. Charles Grassley, R-Iowa, who ordered the review last year.

"I am shocked at what the Smithsonian is spending its money on when it comes to food, flowers, alcohol and other items," said Grassley.

A spokeswoman for Small had no comment about the report -- or the $915,698 he is expected to draw this year in compensation.

"Mr. Small is not going to talk about his own compensation," Linda St. Thomas told the Post. "The regents determine all secretaries' compensation."
