Istanbul apartment collapse kills two

ISTANBUL, Turkey, Feb. 21 (UPI) -- Rescue officials in Turkey said two people were killed and a child seriously injured Wednesday when a five-story apartment building collapsed.

Istanbul Gov. Muammer Guler said records showed 28 people lived in the building, and that rescuers using dogs had located 26 people along with the two dead, the Sabah news agency said.

Guler said all of those rescued required hospital treatment and one child was seriously injured.

In a statement, Minister of Public Works Faruk Nafiz Ozak called the district the building was in "especially a dangerous and problematic district with many buildings damaged seriously during the Marmara earthquake back in 1999."

The report said a lack of building regulations, corruption and poor construction have been blamed for collapses in the area.
