Canada body-parts murder victim identified

BUENOS AIRES, Feb. 6 (UPI) -- Former Argentine President Carlos Menem said he would form a new political party to run for president in October, La Nacion reported Tuesday.
Menem, who ruled Argentina from 1989-1999 said his new party would be called "Loyalty and Dignity."
The former leader dropped out of his last presidential bid in 2003 against current Argentine leader, President Nestor Kirchner.
Menem is blamed by many for Argentina's economic meltdown in 2001, which prompted the government to freeze bank accounts, provoking widespread rioting that left more than two dozen people dead.
