Canada body-parts murder victim identified

BRASILIA, Brazil, Jan. 23 (UPI) -- Brazilian President Luiz Inacio Lula da Silva has introduced a new plan to stimulate his country's economy, O Globo reported Tuesday.
Da Silva said his stimulus initiative would involve both private enterprises and state-run sector business and include tax breaks for those private companies participating in the plan.
Brazil's economy has record sluggish growth rates the last two years at less than three percent.
The president's plan, which calls for a $240 billion investment in private and public works, aims at increasing economic growth to 5 percent annually.
