EU to propose airline emission controls

BRUSSELS, Nov. 16 (UPI) -- The European Commission reportedly plans to seek to impose emissions controls on all flights coming into Europe.

The proposed law would force foreign-based carriers to operate under the rules on routes serving major European destinations, the International Herald Tribune reported.

Airlines would have to meet emissions targets starting in 2011 for all flights within Europe, and round-trips to and from airports outside the European Union, the newspaper said.

Airline officials warn that the proposed emission-control measures could mean higher costs for passengers, and argue that aviation accounts for just 2 percent of carbon dioxide emissions in Europe, the newspaper said.

An American Airlines spokesman told the newspaper the proposal was being watched "very, very closely."
