Report: China helped arm North Korea

WASHINGTON, Oct. 31 (UPI) -- A forthcoming U.S. congressional report claims China helped North Korea develop its nuclear program within the last year, The Washington Times reports.

The report by the U.S.-China Economic Security Review Commission is scheduled for release next month and is based on public testimony and classified intelligence reports, the Times said after reviewing it.

"China has contributed at least indirectly to North Korea's nuclear program," the report says, adding China was also a "primary supplier" to Pakistan's nuclear-arms program and that Chinese documents on how to design a small nuclear warhead were found in Libya after Tripoli agreed to scrap its nuclear program.

Last week, without explanation, Beijing turned down an appeal by visiting U.S. Secretary of State Condoleezza Rice to join the U.S.-led Proliferation Security Initiative, which aims to enforce U.N. Security Council resolutions to stem North Korean trade in illicit arms-related goods, the report said.
