SAN FRANCISCO, Oct. 23 (UPI) -- The city of San Francisco is seeking to legally establish a gang-free "safety zone" in a four-block crime-ridden public housing development.

The move has been used by other California cities since 1993, but is a first for San Francisco, whose city attorney Dennis Herrera is targeting a gang called the Oakdale Mob, the San Francisco Chronicle reported Monday.

The civil injunction would mean gang members would face jail time if they're outside after 10 p.m. or hang out together in public, the report said.

"The Oakdale Mob is a public menace that has terrorized the community for too long with murders, carjackings, robberies and drug dealing, and the community is demanding a response," said Herrera.

The process is being watched by Michael Risher, an American Civil Liberties Union attorney, who said there are more effective ways to fight crime.

"If the authorities are convinced (the alleged gang members) are committing crimes, they have every right to arrest them for those crimes," Risher told the Chronicle.
