Report blames Israeli military

JERUSALEM, Oct. 17 (UPI) -- The Israeli military did not treat the 34-day Lebanon conflict as a war against Hezbollah, causing it to poorly plan its missions, says a report.

Quoting an investigation by an outside panel, the Middle East Newsline reports the military kept its commanders from the war front and sent only soldiers.

The investigation found the General Staff treated the Hezbollah rocket strikes against Israel as a security exercise and not as a war. It said commanders relayed unclear orders and failed to fulfill tactical missions.

The investigation said the army was hampered by inadequate training, preparations and logistics, Middle East Newsline reported.
